The Rush County Board of Commissioners will open bids for the resurfacing of the below listed roads in Rush County at their meeting on Monday September 17, 2018 at 9:30 A.M. Asphalt Paving of the run around for bridge repair in Homer on the following roads in Rush County: 750W from SR 44 to 1005; 800W from SR 44 to 1005; 1005 from 800W to 715W General Work Specifications: 1.Surface Asphalt Mix: All roads, unless noted otherwise shall be surfaced 1-1/2 of surface. Mix design shall be: INDDT HMA TYPE B, 12.5 mm, PG Binder 64-22. 2.Intermediate Asphalt Mix for Wedging: All roads that call for wedging shall follow this mix design: INDDT HMA TYPE B, 12.5 mm, PG Binder 64.-22. 3.Recycle Materials (RAP & RAS) shall not contribute more than 15 % by weight of the total binder content for any HMA mixture. 4.All construction, installation methods, and equipment used to complete this project shall be in accordance with the current 2018 Indiana Department of Transportation Standard Specifications and related drawings and documents. 5.Butt joints will be needed at SR44, 715W and at the west end of 1005. 6.Wedging will be needed to bring the roads to their original width that is listed in each section as the width on the attachment. NOTICE TO BIDDERS Notice is hereby given that the Board of County Commissioners of Elkhart County, Indiana, will receive bids up to 9:00 A.M. on September 24th, 2018. for the CR 8 from CR 17 to Bristol Fiber Project. It is the responsibility of the bidder to ensure that its bid is delivered on time to the Office of the Elkhart County Commissioners, County Administration Building, 117 N. Second Street, Goshen, IN 46526. Plans, Specifications and bidding documents may be obtained from the Elkhart County Highway Department, website at elkcohwy.dreamhosters.com on September 7th, 2018. Plans, Specifications and Bidding Documents may not be obtained prior to this date. Plans, Specifications and Bidding Documents will be available for inspection at the Elkhart County Highway Department Office, 610 Steury Ave, Goshen, Indiana starting on September 7th, 2018. Proof of qualifications must be submitted with the bid. A current Contractor's Financial Statement taken from Form 96A and the Indiana Department of Transportation pre-qualification certificate may be placed on file with the Board of County Commissioners of Elkhart County at the Highway Department annually in lieu of executing these documents for each project. Work may begin on October 8th, 2018 and shall be completed by December 1st, 2018. Delays in completion beyond that date shall result in liquidated damages levied against the Contractor by Elkhart County. The damage charges shall be one-thousand dollars ($1000) per day per beyond the above stated date and any intermediate completion dates noted in the specifications. A satisfactory bid bond (10% of bid), payable to the Board of County Commissioners of Elkhart County, Indiana executed by the bidder shall be submitted with each bid. TOWN OF MONTGOMERY MONTGOMERY, INDIANA SANITARY SEWER COLLECTION SYSTEM REHABILITATION PROJECT ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Sanitary Sewer Collection System Rehabilitation will be received, by Town of Montgomery, at the office of the Town Hall, 370 N. Main Street, Montgomery, Indiana 47558, until 4:00 p.m. local time on October 1, 2018, and the Bids received will be publicly opened and read at 6:00 p.m. on October 1, 2018 at the Town Hall. The bonds will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the low, responsive, responsible bidder. The low, responsive, responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout. Bids shall be properly and completely executed on bid forms included in the Specifications. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included with the Specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. A copy of the proposed Financial Statement to be submitted with the bid is included in the bid documents section to these specifications. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein. Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. Wage rates on the project shall not be less than the federal wage scale published by the U.S. Department of Labor. Bidders on this work shall be required to comply with the provisions of the President's Executive Order No. 11246, as amended. The Bidders shall also comply with the requirements of 41 CFR Part 60 - 4 entitled Construction Contractors - Affirmative Action Requirements. At a meeting of the Town Council to be held at 7:00 p.m., on September 18, 2018, in the Town Council Chambers, Town Hall, 2000 Broadway, Clarksville, Indiana, there will be a public hearing on the matter of the rates and charges, and consideration of adoption of Ordinance No. 2018-SW-01 which provides in part the following rates: SECTION 1. Section 51.308(A)(1) through (5) of the Town's Code is hereby amended and restated as follows: (A) The sewage fees shall be based on the quantity of water used on, or in, the property or premises subject to such fees. Section 51.202(C)(3) and (4) of the Town's Code is hereby amended and restated as follows: (3) Buildings vacant longer than one (1) year shall pay a $100 reconnect fee. The reconnect fee will pay for one (1) inspection valued at $75 and review of one (1) set of building plans, $25. If additional inspections are required then $75.00 is due for each additional inspection. Buildings vacant longer than three (3) years must have a Clarksville Licensed Plumber inspect the lines to determine if they meet the requirements set forth in the Clarksville Sanitary Sewer Construction Standards. The lines must be televised with a copy provided to the Town for review and approval. If the lines do not meet the Town's standards, then the owner will be required to bring them into compliance. (4) The fee for service relocation shall be a $75 inspection fee. SECTION 6. The heading of Section 51.206 of the Town's Code is restated as follows: 51.206 USE OF OLD BUILDING SEWERS WITH NEW BUILDINGS SECTION 7. A new section 51.211 is added to the Town's Code and shall read as follows: 51.211 INSPECTION OF WORK COMPLETED ON SEWERS Owners are required to notify Clarksville Wastewater whenever there is a relocation or major repair of their private service connections. This work must meet the standards set forth in the Town's Sanitary Sewer Construction Details. A permit and inspection is required upon completion of this work. There is a $75.00 inspection fee required to be paid at the Waste-water Billing Office before any work is completed. The Property owner or contractor is required to notify the Town no less than 48 hours for an inspection. If the owner is not prepared for the inspection when it is scheduled or the work does not meet Town specifications, a $50.00 reinspection fee will be charged. SECTION 8. Section 3 of the Town's Storm Water Ordinance is hereby amended and restated as follows: For the use of and the service rendered by the storm water utility, the Town shall collect the Users Fees from the Users. REQUEST FOR PROPOSALS CITY OF NEW ALBANY Historic Moser Tannery In accordance with IC 5-23-5, the New Albany Redevelopment Commission (Commission), on behalf of the City of New Albany, Indiana (City), and the New Albany Flood Control District, is seeking proposals from qualified developers for the development of the historic Moser Tannery (Project) on property located within the City. The Commission anticipates entering into a public-private agreement with the Developer to provide some assistance at the site, to construct the Project with the general characteristics described below: Redevelopment is preferred vs. new construction Other characteristics and specifications as may be identified and included in future design documents and agreements The Developer would assume ownership of the site and improvements after agreement is finalized or as outlined by in the Purchase Agreement. Respondent should be willing and prepared to engage in a review period with the Commission without any contractual obligation. During this period, the Commission will require information from the selected developer sufficient to finalize the financing terms, design, scope, and costs of the proposed improvements once determined. NOTICE OF A PUBLIC HEARING ON PROPOSED RATES AND CHARGES PITTSBORO WATER UTILITY SERVICES Property owners, ratepayers and other interested parties within the corporate boundaries of the Town of Pittsboro or served or to be served by the water utility of the Town of Pittsboro are hereby notified that Ordinance No. 2018-15, amending and establishing rates and charges for services to be rendered by the Pittsboro water utility, was introduced at a meeting of the Town Council on September 4, 2018. A public hearing will be held by the Town Council at 6:00 p.m., on September 18, 2018, in the Pittsboro Town Hall, 80 North Meridian Street, Pittsboro, Indiana on the matters of the rates and charges and consideration of adoption of said Ordinance No. 2018-15 which provides, in pertinent part, as follows: Section 1.
